Biography

The National Lighting Bureau recognizes John Bachner as the visionary founder whose leadership shaped the organization’s purpose and impact for more than four decades. In 1976, amid the global energy crisis, Bachner established the Bureau to address a critical industry challenge: how to reduce energy use without sacrificing lighting quality. From the outset, he advanced the principle that effective lighting must balance efficiency with human needs—performance, safety, health, and visual comfort—an approach that later became widely known as “high-benefit lighting.” 

Serving as Executive Director for 43 years, Bachner was the driving force behind the NLB’s role as an independent, trusted source of lighting education and advocacy. He authored hundreds of articles, guides, and publications that translated technical lighting concepts into practical guidance for businesses, governments, and end users. His work consistently emphasized that energy savings should not come at the expense of lighting effectiveness, helping to reframe industry thinking during a period heavily focused on reduction alone.

Bachner’s broader professional background—as a prolific author, communications expert, and educator—further strengthened his influence. With hundreds of published works and thousands of articles, he brought a rare ability to communicate complex technical ideas clearly and persuasively, enabling the NLB to reach audiences well beyond the lighting community. 

Under his leadership, the National Lighting Bureau became a collaborative platform supported by industry organizations, manufacturers, and public agencies, all aligned around improving lighting outcomes for society. His tenure helped establish the NLB’s enduring mission: to advance lighting knowledge and promote solutions that deliver both energy efficiency and human benefit.
